RSFSR FIRST DEFINITIVE ISSUE: VERY RARE COMMERCIAL FRANKING (Mi. 153, St. 5)
1921, International registered card sent to a Jewsih Rabbi Dayani in London, bearing two 5r blue from the First Definitive issue, making up a 10 roubles franking, tied by cds "PETROGRAD 16 8 21", vertical central fold on the card (away from the stamps) and some wrinkle, still fine and a very rare commercial usage, certificate Kirzhner (2022)
Almost all the First Definitive Issue stamps postally used in August 1921 are philatelic in nature, such as the Brothers Schapov covers. The card presented here, as well as a few postal parcel or telegraph wire cards (ex Gorski), is one of the rare exceptions. Available on 10 August 1921 in Moscow, Petrograd and Kharkov only, they are particularly elusive on genuine mail at their intended value due to the sudden and massive change in tariffs on 25 August.
The 10 roubles rate applied here for foreign registered card is mentioned in Michel (tariff from 10 March 1920 until 15 August 1921), although Epstein gives 7 roubles for the card rate or 10 roubles for the letter rate (tariff from 30 September 1920 until 24 August 1921). Kirzhner also mentions that « in the period from 15 to 25 August 1921 the domestic registered card rate was also applied in some regions ».
